Enclosure: Petition to viceroy, con-currently acting Hoppo. This Sandwich Islands vessel needs repair but does not wish to incur charges by entering Whampoa. Copies of official orders received through the hong merchants bear no seal and their authenticity cannot be determined, and it is requested that orders be sent direct to the Committee. Also, unruly mobs are demanding money with menaces from passengers disembarking at Macao, and prohibition of this is requested.
